Luckotto rounds verify by order allocation and closing block hash.

A Luckotto round publishes the closing block hash, allocated orders, allocated weighted prices, the full draw order, the winning ticket, and the winning six-number claim.

The worker settlement code uses the closing block hash as the deterministic seed, draws all 100 Luckotto numbers in weighted order, then finds the first sold ticket to complete six hits. If several tickets complete on the same drawn number, the claim whose earliest hit is earliest wins.
